Minority Report: Mitigating Environmental Disruptive Events Using People-Centric Predictive Digital Technologies to Improve Disaster and Climate Resilience

Urban resilience has become a key priority in national and cross-regional agendas across the EU, as various urban centers have been affected by an increase in disturbances linked to climate change in recent years. Minority Report aims to address these new priorities by creating a people-centered technology platform that integrates various cross-disciplinary technologies, models, and approaches specifically tailored to improve the disaster and climate resilience of cities and their inhabitants. The platform will be adaptable to consider the complexity of urban spaces, their complex demographic and geographic pressures, and the volatility of culture climactic events. To attain these objectives, the project will rely on the development and implementation of a universal co-creation framework derived from the collaboration and engagement of project partners, key stakeholders, and potential end users of the platform. The framework will be applied in three demo-site locations spanning from Ireland, Greece, to New Zealand, locations that present distinct climatic characteristics but deal with similar environmental and societal challenges.

Prospex Institute's Role
Prospex Institute leads the stakeholder engagement and co-creation element of the project. To ensure the involvement of affected communities and stakeholders and the validity of its results, PI will extensively map key stakeholders relevant to the demo-site locations, related EU networks, and other potential end-users and disseminators of the platform. In-person workshops and other engagement activities at demo-site level will ensure that building occupants and other stakeholders are considered throughout the project and consulted regarding their awareness and preparedness in case of extreme weather events. In this regard, also the most vulnerable groups affected by extreme climate events will be represented and able to voice their needs for the development of the project’s solutions. The results of the workshops will also feed into the creation of personas within the framework of stakeholder behavioral characterisation. Further, the workshops will validate project outcomes and disseminate the Minority Report Technology Platform via a number of end-user engagement activities.
